HMRC invite Celaton to help shape the future of UK e-invoicing

P2P Fraud

Celaton is proud to announce that we have been formally invited by HM Revenue & Customs (HMRC) to participate in a new series of Technical Development Workshops dedicated to building the UK’s future e-invoicing framework.

Andy Makeham, Celaton's Managing Director said, "I am thrilled we have been selected to partner with HMRC. Whilst we digitise and automate many document formats, we have become one of the foremost providers of e-invoicing solutions in the UK, and it is very gratifying that our expertise in this area has been recognised. The changes, due to come into force in 2029, are far-reaching and will impact all VAT registered UK businesses”.

As a global software house specialising in intelligent document processing (IDP), and with our inSTREAM platform already fully e-invoicing-ready—including support for standards such as Peppol and DBNAlliance via secure access points—we welcome the opportunity to bring our expertise to a national initiative of this scale.

A key moment for UK e-invoicing: the government mandate

In the November 2025 Budget, the UK Government confirmed its intention to introduce a mandatory e-invoicing requirement for VAT invoices from April 2029, part of a wider move to modernise tax administration and streamline business processes.

This mandate followed the publication of the government’s consultation response and set the stage for a multi-year programme of technical, policy and stakeholder engagement throughout 2026 and beyond.

HMRC’s new Technical Development Working Group—of which Celaton has been invited to be a part—will directly contribute to shaping:
  • the practical design of the UK e-invoicing framework
  • the technical standards to be adopted
  • interoperability requirements
  • the forthcoming E-invoicing Implementation Roadmap
Our role in the HMRC Technical Development Workshops

The workshops bring together software providers, technical specialists and industry experts to collaborate on a future-proof model for e-invoicing across the UK economy. Sessions will run monthly in a blend of in-person and virtual formats, beginning with the inaugural event at 100 Parliament Street, London.

Andy Makeham, Celaton's Managing Director added, "Celaton has been invited because of to our proven experience in intelligent invoice automation and large-scale enterprise integrations with customers such as Capgemini (who sell inSTREAM to their customers as part of a finance transformation ‘tech stack’). We also work with other major global businesses including Manpowergroup, Kuoni and Currys. Celaton's contributions will focus on real-world technical feasibility and the practical needs of both end-user businesses and software providers."
